Jim has three decades of experience helping industrial, energy, and government clients solve complex environmental issues. His areas of expertise include environmental review (EA, EAW, and EIS); water supply and dewatering investigations; remediation of soil and groundwater contamination and coal combustion residuals (CCRs); and permitting of large capital projects involving oil and gas wells, injection wells, mines, and power plants. Jim’s background also encompasses Phase I environmental assessments, Phase II site investigations, brownfields redevelopment, and solid-waste investigation and permitting. He also assists clients with facility compliance, due diligence, and economic alternatives analysis, and provides expert testimony in legal proceedings.

Andrew Brought counsels manufacturers, industrial clients, and businesses with complex environmental (EPA) and workplace safety (OSHA) challenges. Andrew helps industrial and manufacturing clients with managing and handling complex RCRA and related hazardous waste and CERCLA matters, including RCRA regulatory support and enforcement defense. Andrew also has significant experience with contaminated site redevelopment and the cleanup and reuse of legacy / Brownfield sites, allowing these properties to be put back to productive use. He also helps businesses obtain and comply with operating permits and complex EHS regulations in a variety of industries and sectors including aircraft, chemicals, construction, renewable energy, healthcare, manufacturing, mining, refining and pipelines, retail and shopping centers, and waste management.

Justin Buckler joined the Department of Natural Resources in 2012, and has served as the Environmental Remediation Program director since 2023. He has experience in environmental risk assessment, policy development, and strategic planning. Justin holds a Master’s degree in fisheries and wildlife, with an emphasis in environmental toxicology, and a Bachelor’s degree in biology, both from the University of Missouri-Columbia.

Andrea is past Chair and current commissioner for the Hazardous Waste Management Commission representing the waste generating industry. She is also past Vice-Chair and current member of the Northeast Missouri Local Emergency Planning District. She is a Certified Hazardous Materials Manager. Andrea and her husband, Brad, have owned and operated Farr Solutions, L.L.C. for the past 6 years. Andrea has 36 years of experience in the hazardous waste industry. While in industry, she held the positions of Laboratory Director, ISO 14001 Lead Auditor, Alternative Liquid Fuels Manager, EH&S Senior Specialist, and EHS Director. She enjoys working with her clients and the Missouri Department of Natural Resources. She has the utmost respect for all regulatory agencies and believes it is paramount to have a respectful collaborative working relationship to achieve a balance between the economic success of industry and what is most protective of human health and the environment. In her spare time, she enjoys DIY home projects, golf, and cheering on the Kansas City Chiefs as a season ticket member.

Kevin Fasken is an Environmental Affairs Professional with the University of Missouri. Kevin has over twenty years of experience in managing hazardous materials in a highly variable environment which includes teaching and research laboratories, healthcare facilities, and a research reactor. He his main areas of focus are the practical application of RCRA and DOT regulations.

Charlene Fitch became director of the Waste Management Program, effective Aug. 1, 2023. Charlene has worked for the Missouri Department of Natural Resources for more than three decades. She started her career as a permit writer in the Solid Waste Management Program. Most recently Charlene served as Chief of RCRA permitting in the Waste Management Program, overseeing both hazardous waste and solid waste permitting actions.
Charlene holds a Bachelor of Science degree in Mechanical Engineering from the University of Missouri-Rolla, with Masters’ work in Civil Engineering from the University of Missouri-Columbia. She is a licensed professional engineer, as well as a graduate of the department’s Leadership Ladder and Missouri’s Leadership Academy.

Michelle Hartman is the Health and Risk Assessment Program Manager with the Missouri Department of Health and Senior Services’ (MDHSS) Bureau of Environmental Epidemiology (BEE). Ms. Hartman has over 20 years of experience as a human health risk assessor, evaluating potential risks to human health from exposure to hazardous substances in the environment. She has extensive experience working on vapor intrusion and other varied environmental public health issues and is the primary risk assessor involved with updating Missouri’s Risk-Based Corrective Action (MRBCA) guidance.
Liane Hetherington-Ward, BASF

Liane Hetherington-Ward is Senior EHS Specialist II at the BASF Corporation Hannibal facility, an agricultural products manufacturing facility. She is responsible for day-to-day and long-term environmental compliance. Liane is the waste management subject matter expert for the site and serves on the BASF North America Environmental Expert Extended Team. Liane has 40 years of hazardous and solid waste experience, including TSDF, generator and transporter requirements, in-depth definition of solid waste interpretations and applications, RCRA corrective action, and RCRA compliance. Other experience includes environmental due diligence, environmental training, broad-based environmental compliance, and regulatory development. Liane received an M.S. in Environmental Engineering from Cornell University, as well as a B.S. in Engineering and Policy and a B.A. in Biology from Washington University in St. Louis.

Ian Johnson is in the Rules and Special Projects Unit of the Waste Management Program (WMP), where regulations and policy meet to ensure a clean and safe environment for the citizens of Missouri. The Rules and Special Projects Unit provides administrative support to the entire Waste Management Program for the purposes of rulemaking and program authorization. The Rules unit participates in the review, processing, drafting, development and promulgation of modifications to regulations and related policies and procedures.

Brian Martin is the Senior Manager of Environmental and ESG Services at Ameren, a St. Louis, MO based electric and gas utility company. Brian has over 40 years of experience in environmental management. Brian and his team are responsible for solid and hazardous waste management, spill response, environmental permitting, regulatory development, property remediation, environmental due diligence, and environmental compliance training. Brian serves on the Executive Committee of the Illinois Environmental Regulatory Group (IERG) where he is utility sector representative. Brian is also active in the Regulatory Environmental Group for Missouri (REGFORM) as Chairman of the Hazardous Waste and Environmental Justice Committees. Brian graduated from University of Illinois at Champaign with a B.S. in Ecology and Ethology and graduated from Webster University in St. Louis, Missouri with an MBA. Brian is certified as a Certified Hazardous Materials Manager by the Institute of Hazardous Materials Management. Brian is certified as a Project Management Professional by the Project Management Institute.
Adam Nanney, Barr

Adam has more than 12 years of experience in geological engineering, working primarily on environmental assessment and remediation projects. At Barr, he provides permitting assistance, design, construction oversight, and project management for the expansion of Subtitle C landfills and Superfund remediation sites. Adam assists with permitting, stormwater pollution prevention planning, and construction oversight for wastewater pipelines. He also conducts hydrology studies to design outlet structures for tailings dam raises and modifications, and provides construction assistance at crude-oil pipeline releases. In addition, Adam conducts Resource Conservation and Recovery Act characterization sampling at lead mine sites and pipeline terminal facilities.

Rich Nussbaum is the Senior Technical Advisor with the Missouri Department of Natural Resources’ Environmental Remediation Program. He has over 35 years of experience with the Department in various hazardous waste program areas including groundwater, corrective action, permitting, and risk-assessment. He has B.S. and M.S. degrees in Geological Engineering from the Missouri University of Science and Technology and is a Registered Professional Engineer and Registered Geologist in Missouri.

Dan is the Chair of the Missouri Hazardous Waste Management Commission and a professor of environmental health engineering at Missouri S&T in Rolla. A licensed Professional Engineer and Board Certified by the American Academy of Environmental Engineers and Scientists, Dan also is a Diplomate Laureate of the American Academy of Sanitarians and a lifetime honorary Fellow of the American Academy of Nursing. He advocates for public awareness and candid discussions of hazardous materials; balancing a triple bottom line approach that protects public health, preserves the planet for future generations, and supports a vibrant economy, successful industries, and high paying jobs for Missourians.

Sarah’s practice covers all aspects of environmental law, including regulatory compliance, permitting, litigation, and corporate and real estate transactions. She has significant experience representing clients in administrative negotiations with the Environmental Protection Agency and state governmental agencies, particularly under CERCLA/Superfund, solid and hazardous waste laws, and the Clean Water Act, as well as navigating clients through complex site investigation and remediation projects. She also has experience litigating traditional environmental (cost-recovery) and environmental-adjacent (tort) claims.
